In late 1998, the Aerican Empire, in collaboration with several non-citizens, launched a program to measure stupidity in a normal high school. Over the course of 170 days, from late August 1998 to mid June 1999, heavily-biased observers using completly objective and non-operationalized criteria kept careful count of stupid acts observed during class hours. The original project proposal reads:

"We all know that in general, the human race isn't so bad. But as individuals? They're stupid with a capital "P". So what can we do? SPAF them. Yes, the first Stupid People Are Fun and sister program Stupid Normals Are Really Fun are students in their everyday school life keeping count of the stupidity around themselves."

Final results:
SPAFs: 2521 (More than 2 SPAFs an hour)
SNARFs: 2519 (More than 2 SNARFs and hour)
Conclusion: In an average high school setting, a careful observer will observe more than 4 extremely stupid acts in a given hour.
